(A) Parking lots. Any other use than parking at the public parking lots at the public beach and ball park is prohibited.

(B) On-street parking.
(1) The City Council shall have the authority to designate from time to time any street or any part thereof as a “no parking” area and erect signs or so otherwise mark the areas so designated as to inform motorists. The City Council may also in like manner designate the length of time parking shall be permitted on any place on any street.
(2) Parking in residential areas (off-street and on-street) shall be limited to the use of the residents and their guests.
