§ 130.15 ADOPTION AND PURPOSE.
   (A)   This subchapter is adopted for the purpose of protecting the health, safety and welfare of residents and future residents of the city by regulating the use of highways, streets, public parks and other public places in the city.
   (B)   This subchapter does not repeal or amend existent provisions set forth in ordinances now in effect, but rather its purpose is to provide clarification and assistance to those charged with legal responsibility and authority to enforce regulations on use of highway, streets, public parks and other public places in the city. Provisions of this subchapter that are contained in ordinances already in effect will be so noted by reference to ordinance number.
