§ 113.062 APPLICANT INVESTIGATION.
   The Council shall order such investigation of the application as it considers necessary, and any member of the Council, peace officer, health officer or any properly designated employee of the city shall have the unqualified right to enter, inspect and search the premises described in the application, together with all the appliances and instruments to be used in the transaction of the business for which the license is sought, during regular business hours. Opportunity shall be given to any person to be heard for or against the granting of a tavern license. After such investigation and hearing, the City Council may grant or refuse the application in its discretion.
