(A) In addition to the licensing provisions hereof, the City Council may grant a special on sale 3.2% malt liquor permit to charitable or nonprofit social organizations, lodges, labor organizations and churches whether or not included within the definition of the term bona fide club as hereinbefore set forth for a period not to exceed 48 hours and no more frequently than three times per calendar year. The license fee for special permits shall be determined at the February City Council meeting each year.
(B) A special permit holder as herein provided for shall be subject to all other applicable provisions of this subchapter.
