Only those persons who have reached the age at which they are allowed to lawfully gamble by state statutes shall be allowed to participate in the lawful gambling activity or shall be employed by the organization issued the lawful gambling license for the operation, conduct or sale of bingo, raffles, paddlewheels, tipboards and pull-tabs.
