The owner of any building being moved in accordance with this subchapter shall pay for the permit required by § 150.60 the sum of $250 for the first day and $100 for each additional day, or fraction thereof, that the house, building, or structure is in, or on the streets, alleys, avenues, or public grounds within the town; provided, that in a case of a public emergency, so declared by resolution of the City Council, the Council shall have the right to waive all or part of the permit fee herein provided for.
