No person, firm, or company shall move any house or building within the limits of the town, where the same shall be moved in, through or upon the streets, roads, or public grounds, unless the person shall first secure a permit to do so from the Chief of Police, provided, however, this subchapter shall not apply to any person, firm, or company which may desire to move a portable building or house, or any other structure the size of which would permit the house or building, or any other structure to be loaded on a normal vehicle or truck and the load not exceeding any weight, height or width requirements as prescribed by the State Highway Department in Tex. Transportation Code, Ch. 622, Uniform Act Regulating Traffic on Highways, as amended.
