(A) If demolition is ordered by the City Council, the Town Secretary shall, upon receiving the order, send notice to the same persons and in the same manner as provided in § 150.38. The notice shall specify:
(1) The address of the property in question;
(2) That the City Council has ordered the property demolished;
(3) That demolition work on the property can begin at any time after ten days after the date of the notice;
(4) That the costs of demolition may be assessed against the property, the feeholder, or both; and
(5) The notice shall be signed and dated by the Town Secretary.
(B) After sending notice, the town shall engage town personnel or an independent contractor, after bids are taken, to do the demolition work. The work shall not commence, however, before the thirty-first day following the date of notice.
