Upon and after a finding by the City Council that an emergency exists to such an extent that there should be imposed upon the citizens of the town or any portion thereof, a plan for the rationing of water usage, the City Council by majority vote of a quorum present shall be resolution in writing prescribe the method and manner such rationing shall be put into operation, and shall instruct the Town Administrator and his or her staff to carry out such rationing plan.
