Upon the installation of such meters and meter boxes it shall be the responsibility and duty of the contractors, builders, developers and/or landowner paying the fee provided for in § 50.043 to keep and maintain in good and proper repair the meter and meter boxes until the building or buildings served by the same shall be occupied.
