§ 50.006  OPTIONAL WATER CONSERVATION PLAN CONTENT.
   (A)   TCEQ rules also list optional (not required) conservation strategies, which may be adopted by suppliers to achieve the stated goals of the plan. The following optional strategies are listed in the rules and included in this plan:
      (1)   Section 288.2(a)(3)(A) - Conservation Oriented Water Rates - § 50.004(H).
      (2)   Section 288.2(a)(3)(B) - Ordinances, Plumbing Codes or Rules on Water-Conserving Fixtures - division (B) below.
      (3)   Section 288.2(a)(3)(D) - Reuse and Recycling of Wastewater - division (C) below.
      (4)   Section 288.2(a)(3)(F) - Landscape Water Management Ordinance - Water Waste Prohibition - division (D) below.
   (B)   Ordinances, plumbing codes, or rules on water-conserving fixtures. The state has required water-conserving fixtures in new construction and renovations since 1992. The state standards call for flows of no more than 2.5 gallons per minute (gpm) for faucets, 3.0 gpm for showerheads, and 1.6 gallons per flush for toilets. Similar standards are also required under federal law. These state and federal standards assure that all new construction and renovations in the town will use water-conserving fixtures.
   (C)   Reuse and recycling of wastewater. The town operates the Lakeside Wastewater Treatment Plant, discharges approximately 2,000 acre-foot/year of reclaimed water to eight of cultivated fields. The fields are sprigged with alfalfa hay.
   (D)   Water waste prohibition. As part of the development of this water conservation plan, that includes the following elements:
      (1)   A recommendation that outdoor watering with automatic sprinklers from 10:00 a.m. to 6:00 p.m. from May 1 through October 31 should, is discouraged. (Watering with hand-held hoses, soaker hoses, or dispensers is allowed.)
      (2)   Requirement that all new irrigation systems be in compliance with state design and installation regulations (Texas Administrative Code Title 30, Part 1, Chapter 344).
      (3)   Prohibition of designs and installations that spray directly onto impervious surfaces such as sidewalks and roads or onto other non-irrigated areas.
      (4)   Prohibition of use of poorly maintained sprinkler systems that waste water.
      (5)   Prohibition of outdoor watering during any form of precipitation.
      (6)   Enforcement of this division (D) by a system of warnings followed by fines for continued or repeat violations.
