The Department of Code Enforcement and the code enforcement officer are authorized to enforce the provisions of all codes or regulations pertaining to the existence, construction, re-construction, maintenance and repair or any other matter pertaining to structures located in the town and pertaining to the use of structures and property within the town, including zoning regulations. The code enforcement officer shall have the power to render interpretations of codes and regulations and to adopt, subject to approval of the City Administrator, and enforce rules and supplemental regulations in order to clarify the application of provisions. Where the duties of the town’s Building Official and the code enforcement officer shall overlap, the Building Official shall have prior and superior authority as to interpretations.
