Subject to the exceptions hereinafter enumerated, the Town of Lakeside hereby adopts Tex. Loc. Gov’t Code, Ch. 402, as the statement of rights, powers, duties, and obligations of the Town of Lakeside, and through the town, the Water and Sanitation Department of the Town of Lakeside. The adoption of Tex. Local Gov’t Code, Ch. 402, is restricted to that portion of Tex. Local Gov’t Code, Ch. 402, that pertains to water, sewage, and drainage systems of a municipality. There is excepted from Tex. Local Gov’t Code, Ch. 402, herein adopted any section or subsection of Tex. Local Gov’t Code, Ch. 402, that pertains to a home rule city, a town or city of a different type than the Town of Lakeside or a town or city with a required population in excess of the population of Lakeside.
