The owner or other persons having control of any sign for which a permit is required by this chapter shall file an application for a permit for the maintenance of such sign. Application for such permits shall be accompanied by detailed plans and such other necessary information to determine the location compliance with all applicable regulations and a permit may be issued upon payment of the required permit fee to be determined by the City Council.
