Notwithstanding the provisions of any other section of this chapter, it shall be unlawful to park any motor vehicle in the village parking area on Route 120 adjacent to Morrison Park, for a continuous period in excess of two hours; except that, any motor vehicle may be parked for a continuous period in excess of two hours between the hours of 7:00 p.m. and 11:59 p.m. on the second and fourth Thursday of every month.
