(A) Transportation in general terms is a service which provides access from one location to another by which people conduct the activities of their daily lives. These activities are wide, ranging from the normal work trips to shopping trips, to the trip made for social purposes.
(B) In order to adequately consider these needs, safety, comfort and cost must be taken into account in maximizing the ability of the transportation system to provide the required connections between related activities.
(C) It is through the site development review process that the transportation issues mentioned are addressed. Site access, site impact on the surrounding transportation network, and the resulting modification to the immediate transportation system, if necessary, to ensure safe and acceptable operating conditions are all examined during this process.
