§ 156.13 REVIEW PROCEDURE.
   (A)   A pre-application conference with the city staff is encouraged to aid in compliance with the guidelines of site plan review.
   (B)   Ten copies (or the number as determined to be adequate by the City Planner) of the application and all required submittals shall be submitted to the City Planner. Application fees for site plan review and other technical review fees as determined by the city must be paid to the city at the time that the application is submitted.
   (C)   All site plans will be reviewed to determine that the site plan application is complete. The applicant or his designee may meet with the city staff in their review of the site plan application and submittals. The city staff shall inform the applicant, in writing, of the final review comments which were received.
   (D)   The city staff may request that the applicant revise the site plan application and submittals and/or may request the provision of additional information by the applicant in order to ensure compliance with all applicable site plan regulations. The applicant shall be responsible for making any and all site plan revisions and for providing any additional information requested. Once the city staff has determined that the cite plan application shall be placed on the agenda of the Planning and Zoning Board for action.
      (1)   Based upon the information provided by applicant and the recommendations of the staff, the Planning and Zoning Board shall approve, approve with conditions, or deny the site plan.
         (a)   Any person or persons, jointly or severally, aggrieved by any decision of the Planning and Zoning Board, may, within 30 days after the filing of any decision, but not thereafter, apply to the City Commission for relief.
         (b)   An appeal to the City Commission shall stop all proceedings in furtherance of the action appealed. The City Commission shall fix a reasonable time for the hearing of the appeal; give public notice thereof; as well as due notice to the parties in interest; and decide the same within a reasonable time. Upon the hearing any party may appeal.
      (2)   Building permit process. No building permit shall be issued by the city until the site plan has been finally approved by the Planning and Zoning Board. No work of any nature shall commence on the property until a building permit has been issued, without the approval of the City Commission.
