(A) The City Commission shall make and prescribe all rules and regulations that are reasonably necessary and appropriate for the proper administration, regulation, control, and enforcement of the intent of this policy.
(B) The City Commission shall have the right of final approval or disapproval of any effluent disposal system expanded or created after the effective date of §§ 35 through 44 of this appendix.
