§ 26 PENALTY.
   If any public utility, or any officer, agent, representative, or employee thereof, or other person, shall knowingly fail or refuse to obey or comply with, or willfully violates, any of the provisions of §§ 1 through 26 of this appendix, or any lawful provision promulgated hereunder, or any lawful order of the City Commission issued or rendered under and pursuant to the provisions of §§ 1 through 26 of this appendix, the public utility, or its officers, agents, representatives, or employees, or other persons, on conviction of the offense, shall incur a penalty for each offense of not more than $500, to be fixed, imposed, and collected by the City Commission. Each day that the refusal or violation continues shall constitute a separate offense. Each penalty shall be a lien on the real or personal property of the public utility, enforceable by the City Commission as statutory liens under F.S. Chapter 85.
