§ 24 RIGHT OF ENTRY FOR INVESTIGATION AND INSPECTION.
   Members of the City Commission, or duly-authorized representatives of the City Commission, may, during all reasonable hours, enter any premises or property owned, operated, or occupied by a public utility, and may set up and use thereon all necessary apparatus and appliances for the purpose of making investigations, inspections, examinations, and tests, and of exercising any of the powers conferred upon the City Commission by this appendix. However, the public utility shall have the right to be notified of, and be represented at, the making of the investigations, inspections, examinations, or tests.
