§ 23 RULES AND REGULATIONS.
   The City Commission shall make and prescribe any rules and regulations that are reasonably necessary and appropriate for the proper administration, regulation, control, and enforcement of the intent of §§ 1 through 26 of this appendix. Rules and regulations shall not conflict with the constitution and general laws of the state, and shall govern and control procedures, hearings, and actions of the City Commission and the public utilities regulated thereunder. No rules and regulations shall become effective until a public hearing has been held on the proposed rules and regulations, nor any amendments or modifications thereto, until they have been approved by the City Commission and filed with the City Clerk. On approval by the City Commission, the rules and regulations shall have the force and effect of law within the city.
