The cost and arrangement for construction of the customer's sewer and water service lines from the utility's service lines, in general at the property line to the building, are the responsibility of the customer to arrange and pay for. The cost of the utility's water and sewer service lines and connection to the utility's main lines are the responsibility of the utility to construct, and the cost is to be borne by the customer according to a standard, uniform, and reasonable and proper basis, which shall be part of the utility's standard published rate schedule. All sewer and water connections shall be made by a licensed plumber, subject to standards acceptable to the utility, and shall be subject to the inspection and approval of a duly-authorized representative of the City Commission.
