§ 15 COMMERCIAL/INDUSTRIAL DRIVEWAYS AND INTERNAL CIRCULATION.
   (A)   Vehicular circulation must be completely contained within the property, except where joint use occurs. Vehicles located within one portion of the development must have access to all portions without using the adjacent street system.
   (B)   Acceptable plans must illustrate that proper consideration has been given to the surrounding street plan, traffic volumes, proposed street improvements, vehicular street capacities, pedestrian movements, and safety.
   (C)   No driveway shall intersect the radius return of an intersection.
   (D)   A taper or deceleration lane may be required on roads with a functional classification of collector or higher, or design speeds of 30 m.p.h. or greater (see § 2(C)).
   (E)   Appropriate special radii shall be designed, subject to the approval of the City Engineer, for other than right-angle intersections.
   (F)   Six-inch by 16-inch vertical concrete curbing or an approved equal shall be required along the perimeter of all paved areas within the proposed project where deemed necessary for drainage or traffic control. A top of curb height of six inches above the pavement shall be maintained.
   (G)   Internal pavement sections shall be composed of 1-1/2-inch asphaltic concrete, six-inch limerock or soil cement base, and eight-inch stabilized subbase for automobile traffic. For all other vehicular traffic, a pavement section of 1-1/2-inch asphaltic concrete, eight-inch limerock or soil cement base, and a ten- or twelve-inch stabilized subbase shall be required, or as specified by State Department of Transportation.
   (H)   Concrete pavement may be utilized in lieu of asphalt paving upon submittal of an acceptable design thickness, which would generally be a minimum of five inches for automobile traffic and six inches for other vehicles.
   (I)   The subbase shall have a maximum density of 95% and a bearing value of 75%. All materials used shall be in accordance with the latest applicable State Department of Transportation specifications.
