A. No person may possess or consume alcoholic beverages at any time in any city park except pursuant to a park use permit.
B. The city may not approve a special event liquor license application from any person that seeks authorization to sell alcoholic beverages on the grounds of any city park unless deemed exempt under subsection C of this section.
C. The City Manager, by regulation, may designate a park or parks as exempt from the provisions of subsections A and B of this section; provided, however, that no such regulation shall be deemed effective unless first ratified by action of the City Council.
