When the required number of signatures of qualified electors on an initiative or referendum petition has been certified by the County Recorder, the Lake Havasu City Council shall order the initiative or referendum placed on the ballot at the next municipal general or primary election or call for a special election as ordained by the Lake Havasu City Code, § 2.12.060.
