No person, firm or corporation having a license from said city to keep a second hand store or junk shop or junk yard shall purchase or receive from minors without written consent of the parents or guardians any article or property whatsoever, and any person, firm or corporation violating this section shall not be eligible to receive a license from the city thereafter.
