(A) The City Manager and the Manager’s designees shall be authorized to enforce the provisions of this subchapter, including the issuance of citations for any violations of this subchapter.
(B) Citations shall be issued to the landscaper or one of the landscaper’s employees after the violation has been discovered, and the City Manager shall have the option to issue the citation with or without a specific date for a court appearance. If the citation does not provide for a specific court date, the landscaper receiving the citation may request a court date in writing within five calendar days after the issuance of the citation, whereupon the City Manager will establish such court date and notify the affected landscaper. Failure of a landscaper to request a court date shall be deemed an admission to the violation identified in the citation. In addition to the issuance of citations, the City Manager or the Manager’s designees may issue stop orders to any landscaper violating any provisions or requirements of this subchapter.
