In order to further the efficient and harmonious conduct of the administration and business of the city, the City Council shall prescribe and publish uniform rules and regulations governing employment policies and practices of all officers and employees of the city, and from time to time alter, amend and supplement such rules and regulations as it shall see fit, and such uniform rules and regulations shall be binding upon all officers and employees of the city and shall be filed for use and examination by the public in the office of the City Clerk.
