In the absence of provision to the contrary, all fees and charges for licenses or permits shall be paid in advance at the time application therefor is made to the City Clerk. When application for an annual license is made, after the expiration of six months of the current license year, the license for the remainder of the year shall be issued upon payment of one-half the annual fee.
