These rules may be temporarily suspended for the passage of any ordinance or resolution, with the exception of any ordinance that sets tax rates, fees or charges levied by the city, by a two-thirds vote of all of the Aldermen elected. These rules may be repealed, altered or amended by a two-thirds vote of all of the Aldermen elected.
