§ 30.41 GENERAL PROVISIONS REGARDING ORDINANCES.
   (A)   Two meetings required. No ordinance (except such ordinances as relate to public improvements to be paid for by special assessment) shall be finally passed by the City Council at the same meeting at which such ordinance shall be introduced; and every such ordinance, after having been presented to the City Council, shall lie over until next meeting of the Council before final action thereon shall be had and any member may be furnished with a copy upon request.
   (B)   Voting requirement for the approval of tax rates, fees and charges. No ordinance that establishes tax rates, fees or charges levied by the city shall be approved unless by a supermajority (two-thirds) vote of the City Council.
