(A) Any petition, or other proper matter of reference may be referred by the Mayor or City Manager to an appropriate committee, or officer of the corporation, when the Council is not in session.
(B) Such references may also be made by the Mayor or City Manager during the session of the Council, without reading, unless objected to, or the reading called for by a member.
