(A) Standing and select committees to whom references are made, shall in all cases report, in writing, the state of facts, with their opinions thereon.
(B) All reports of committees shall be addressed, “To the Mayor and Aldermen of The City of Lake Forest in City Council Assembled.” They shall briefly describe the matter referred and the conclusion to which the committee has arrived, which conclusion shall be accompanied by an appropriate ordinance, order, resolution, recommendation or some other distinct proposition.
