§ 30.34 TO SUBSTITUTE.
   A substitute for an original proposition in debate may be entertained when further amendment is not admissible; and if accepted by the mover of such original proposition, or by vote of the Council, it shall entirely supersede such original proposition, and cut off all amendments appertaining thereto.
