§ 30.24 DUTIES AND PRIVILEGES OF THE MAYOR.
   (A)   The Mayor shall preserve order and decorum and shall decide all questions of order, subject to an appeal to the City Council; he or she shall have the right to vote upon all questions upon which the Council is equally divided, but not otherwise.
   (B)   While the Mayor is putting the question, no member shall walk across or out of the Council room.
   (C)   Every member, previous to his or her speaking, shall address himself or herself to the Mayor and say, “Mr. Mayor, or Ms. Mayor”, as appropriate, but shall not proceed with his or her remarks until recognized by the Chair.
   (D)   When two or more members address him or her at once, the Mayor shall name the member who is first to speak.
