§ 30.20 ESTABLISHMENT.
   The following rules of order and procedure shall govern the deliberations and meetings of the City Council.

§ 30.21 MEETINGS.
   (A)   Regular stated meetings of the City Council shall be held on the first and third Monday evening of each month or on the Monday evening immediately following the first Monday if such first Monday shall fall upon an approved holiday. All regular, stated meetings shall commence at 6:30 p.m. in the evening. Special meetings may be held at any time, on call of the Mayor or any two or more aldermen. Such call shall be in writing duly signed, and shall be presented to the City Clerk, who shall proceed immediately to prepare notices of the same, and shall cause them to be served on members of the Council in the usual manner. Such notices shall describe, in brief, the nature or object of the call.
   (B)   At every special meeting, the call for such meeting shall be read and afterwards filed by the City Clerk; and no business other than proposed by the call shall be in order at such meeting.

§ 30.22 ORDER OF BUSINESS.
   At the hour appointed for the meeting, the Council shall be called to order, the Mayor taking the chair, if present, and the Council appointing a temporary Chairperson if he or she should be absent. The City Clerk (or someone appointed to act in his or her absence) shall proceed to call the roll of the members, marking the absentees and announce whether a quorum (i.e., a majority of all the members elected) be present. If a quorum does not appear, the Council shall not thereby stand adjourned, unless by a vote of the members present. When a quorum is present the Council shall proceed to the business before them, which shall be conducted in the order established by the Mayor.

§ 30.23 PRIORITY OF BUSINESS.
   All questions relating to the priority of business shall be decided upon by the Mayor without debate.

§ 30.24 DUTIES AND PRIVILEGES OF THE MAYOR.
   (A)   The Mayor shall preserve order and decorum and shall decide all questions of order, subject to an appeal to the City Council; he or she shall have the right to vote upon all questions upon which the Council is equally divided, but not otherwise.
   (B)   While the Mayor is putting the question, no member shall walk across or out of the Council room.
   (C)   Every member, previous to his or her speaking, shall address himself or herself to the Mayor and say, “Mr. Mayor, or Ms. Mayor”, as appropriate, but shall not proceed with his or her remarks until recognized by the Chair.
   (D)   When two or more members address him or her at once, the Mayor shall name the member who is first to speak.

§ 30.25 DUTIES AND PRIVILEGES OF MEMBERS.
   (A)   When a member wishes to present a communication, petition, order, resolution or other original matter, he or she shall, after being recognized by the Mayor, briefly state its nature before presenting the same.
   (B)   No member shall speak more than twice upon the same subject without leave of the City Council, nor more than once, in any case, until every member choosing to speak shall have spoken.
   (C)   A member called to order by the Chair shall immediately be silent, unless permitted to explain. If there be no appeal, the decision of the Chair shall be conclusive; but if the member appeal from the decision of the Chair, the City Council shall decide on the case without debate.
   (D)   While a member is speaking, no member shall hold any private discourse, nor pass between the speaker and the Chair.
   (E)   Every member who shall be present when a question is stated from the Chair, shall vote thereon, unless excused by the City Council or unless he or she be directly interested in the question, in which case he or she shall not vote.
   (F)   No member shall be allowed to leave the Council while in session, unless excused; and for attempting to do so, or for persistent violation of any other rule or order, may be restrained, arrested or otherwise dealt with as the Mayor or Council may direct.

§ 30.26 MOTIONS AND RESOLUTIONS.
   (A)   No motion or resolution shall be put or debated unless it be seconded. When a motion is seconded, it shall be stated by the Mayor before the debate, and every such motion shall be reduced to writing, if required by a member.
   (B)   After a motion or resolution is stated by the Mayor, it shall be deemed to be in the possession of the City Council, but may be withdrawn at any time before decision or amendment, by the consent of the City Council.
   (C)   If the question in debate contains several distinct propositions, any member may have the same divided, when the sense admits of it.
   (D)   In all cases where a resolution or motion is entered on the minutes of the City Council, the names of the members who moved and seconded the same shall be entered.
