(A) The Commissioners are hereby empowered to make and enforce all such rules and regulations concerning the cemetery, not conflicting with the deed or conveyance to the city, as to them may seem wise and proper.
(B) (1) They shall keep proper books of record of all their transactions, of receipts and disbursements, all of which shall be open at all times to the inspection of the Mayor and Finance Committee of the City Council.
(2) They shall, on the first Monday in May in each year, make a full detailed report of all their doings during the year previous, showing the amount of moneys received, and from what sources, amount expended, and for what purposes, the number of lots sold and to whom sold, number remaining unsold, and any other facts of interest to the parties concerned.
(C) (1) The said Cemetery Commissioners are hereby authorized to fix the prices for the sale of lots in Lake Forest Cemetery, and to alter such prices from time to time as in their discretion shall be just and right.
(2) The sale of lots in said cemetery to persons not resident in Lake Forest should be discouraged; provided, that said Commissioners by a majority vote of all members thereof may in exceptional cases, where in their opinion the circumstances will warrant, sell and convey lots in said cemetery to persons other than actual residents of the city.
