§ 91.050 RUNNING AT LARGE.
   (A)   Except when permitted on private property by the owner of the private property and subject to any rules set forth by that property owner, no dog shall be permitted to run at large.
   (B)   No dog shall be permitted, except on a leash, to use or be upon any public street, sidewalk or parkway or park.
   (C)   It shall be unlawful for any person to permit or allow any dog owned, kept, harbored or otherwise maintained by him or her either to run at large within the city limits or to use or be upon any public street, sidewalk or parkway except on a leash.
   (D)   Any dog which runs at large in violation of the provisions of this section is hereby declared to be a public nuisance, and such dog shall be apprehended and impounded if found running at large by any police officer, community service officer, animal warden or other person charged with the enforcement of this section.
