§ 91.031 REGISTRATION AND LICENSE.
   (A)   (1)   The application for registration and license shall be made to the Finance Clerk and shall state the name, address and telephone number of the owner, the breed, color, sex, and name of the dog or cat to be registered.
      (2)   The Finance Clerk shall note this information in a dog or cat register at the time of registration.
   (B)   (1)   Upon payment of the license fee required herein, the Finance Clerk shall register the dog or cat in the dog or cat register.
      (2)   A metal license tag shall be issued for each dog and cat registered.
      (3)   The shape of the tag may be changed every license year, and each tag shall have stamped thereon the license year for which it was issued and have a number of the license certificate.
      (4)   In case a license tag is lost or destroyed, a duplicate will be issued by the Finance Clerk.
   (C)   No license issued hereunder shall be transferable; provided, however, that whenever an owner to whom a license has been issued hereunder ceases to keep, harbor or otherwise maintain the dog or cat for which such license was issued, such owner may transfer such license to another dog or cat kept, harbored or otherwise maintained by him or her, upon application to the Finance Clerk.
   (D)   No more than three dogs, six months or older, may be licensed to a premises unless said premises satisfies the requirements for a kennel consistent with the provisions of Chapter 159, Zoning.
