(A) It shall be the duty of the Police Department or such person as may be in charge of the pound to keep all animals impounded in accordance with the provisions of this subchapter.
(B) If any impounded animal is not redeemed at the expiration of the third day after the day notice was mailed or posted as provided herein, such animal may be destroyed or otherwise disposed of without further notice; provided, however, that if any animal has not been destroyed or otherwise disposed of, any person may redeem such animal in accordance with the provisions of this subchapter after the time for redemption by the owner has passed.
