(A) The Police Department or any other person charged with the keeping of the pound, upon receiving any animal shall make a complete registry, entering the breed, color and sex of such animal and whether licensed.
(B) If licensed, there shall be entered the name, address and telephone number of the owner and the number of the license tag.
(C) Not later than 24 hours after the impounding of any animal, the owner shall be notified by mail sent to his or her address listed on the animal register or, if the owner of the animal is unknown, notice shall be posted at the Police Department describing the animal and the time and place of taking.
