For the purpose of this subchapter, the following terms, phrases, words and their derivations shall have the meaning given herein below. When not inconsistent with the context, words used in the present tense include the future tense, words used in the plural number include the singular number, and words used in the singular number include the plural number. The word “shall” is always mandatory and not merely directory.
ANIMAL. An animal, other than man.
BEACH. That portion of the beach and shore area of Lake Michigan lying between the north property line of Forest Park and a point 100 feet north of steel jetty “5A” located north of the sailboat storage area.
BITE. An abrasion of the skin.
CAT. Any feline.
CITY. The City of Lake Forest, Lake County, Illinois.
DANGEROUS ANIMAL. Any animal which has, without provocation, either bitten, injured or attacked any person who was conducting himself or herself in a peaceful and lawful manner or any animal which shall cause an annoyance or reasonable fear of bodily injury to any person by attacking or threatening to attack any such person or otherwise exhibiting fierce, dangerous or vicious propensities or any animal which has, without provocation either bitten, injured or attacked any other animal.
DOG. Any canine.
FARM ANIMAL. An animal commonly found on and maintained on a farm, including without limitation any kind or species of:
(1) Cows;
(2) Horses;
(3) Pigs or swine;
(4) Chickens or other poultry;
(5) Sheep; and
(6) Goats.
LEASH. A leash, cord or chain or similar device not exceeding 16 feet in length, securely fastened to the collar or harness of a dog, cat or other animal, and held or physically controlled by the owner or such other person having control of said dog.
LICENSE YEAR. The period between May 1 in a calendar year and April 30 in the following calendar year.
OWNER. Any person, firm, partnership, trustee, association, corporation or any family member owning, keeping, harboring or otherwise maintaining a dog, cat or other animal. When used in this context of property ownership, an OWNER is any person who owns, occupies or otherwise controls the property in question.
PARK. Includes West Park, South Park, Everett Park, Waveland Park, Deerpath Community Park, Northcroft, Elawa and Townline Community Park.
PERSON. Any person, firm, partnership, trustee, association or corporation.
RUNNING AT LARGE. A dog off the premises of its owner and not under the immediate eye and control of the owner or person acting for the owner.
SCHOOL GROUND. Land, play area owned or maintained by School Districts 67 and 115.
