For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
AERIAL SPRAYING. The application or discharge of any substance from an aircraft.
AIRCRAFT. Any contrivance now known or hereafter invented, used or designed for navigation of or flight in the air, except a parachute or other contrivance designed for such navigation but used primarily as safety equipment.
AIRPORT or HELIPORT. Any area, either on water or land, within the city which is designated as such by action of the City Council for the landing and taking off of aircraft.
OPERATOR. The pilot and/or owner and/or lessee of the aircraft.
