Any impounded vehicle that is not claimed within 35 days after the administrative hearing officer issues a written decision, or for which the penalty fee and applicable towing and storage fees have not been paid, or where no bond has been posted, and no judicial review is pending; said vehicle shall be disposed of in the manner provided by law for the disposition of abandoned vehicles.
