Any fine, penalty or part of any fine or penalty assessed in accordance with the provisions of this chapter and remaining unpaid after the exhaustion of, or the failure to exhaust, administrative procedures under this chapter and the conclusion of any judicial review procedures, will be a debt due and owing the city, and, as such, may be collected in accordance with applicable law and as provided in § 11.15.
