All ordinances of a temporary or special nature shall remain in full force and effect unless herein repealed expressly or by necessary implication, and all ordinances pertaining to subjects not treated by this code but for which title, chapter, section or other designations have been reserved herein, shall not be deemed repealed hereby but shall remain and continue in full force and effect until incorporated in this code by amendments hereto.
