§ 156.049 STREET IMPROVEMENTS.
   (A)   Residential public streets.
      (1)   Residential public streets shall be improved with a 20 foot wide pavement with concrete, or other material subject to the approval of the City Engineer, curb and gutter providing a width of 22 feet between curbs.
      (2)   The pavement shall consist of ten inches of bituminous base, binder and surface or approved equivalent material having a structural number as established by the IDOT Design Manual of not less than three inches.
   (B)   Collector/distributor streets shall be improved with a 26 foot width between curbs and the pavement shall consist of approved materials having a structural number of not less than 3.0.
   (C)   Phased street improvements may be permitted at the discretion of the city to allow a delay to the application of the final lift of asphalt on streets until after completion of the heavy construction activity in the subdivision.
   (D)   Private roads.
      (1)   Private roads shall be improved with an 18 foot wide pavement consisting of seven inches of bituminous base and surface or approved equivalents having a structural number of not less than 2.0.
      (2)   The Plan Commission may recommend reductions in pavement widths where unique conditions exist and where no more than two lots are served.
      (3)   Private roads may be established to serve no more than five zoning lots, unless such limitation is specifically waived through a variance or special use permit approved by the City Council.
   (E)   A public street or streets shall be required whenever access to six or more zoning lots is proposed in a subdivision, unless such requirement is specifically waived through a variance or special use permit approved by the City Council.
   (F)   All streets shall be carried to the boundaries of the proposed subdivision unless terminated by a cul-de-sac designed to the standards in this chapter.
