In addition to the requirements of other applicable ordinances, codes or provisions of the city code, building permits for lots-of-record in a subdivision approved pursuant to this chapter shall only be issued after such subdivision has been developed and improved in accordance with all of the following, as applicable:
(A) Provisions of this chapter;
(B) Approved engineering plans, landscape plans, tree removal plans, the subdivision agreement and any other documents incorporated as part of the final approval of the subdivision; and
(C) Covenants appearing on the plat or running with the land.
