§ 156.004 PUBLIC IMPROVEMENTS TO BE APPROVED.
   (A)   All plans, specifications, details, contracts, insurance, financial guarantees and other documents, as determined to be necessary by the city, for public improvements required by or installed as a condition of subdivision approvals, including, but not limited to, street paving, water distribution systems, sewer systems, utilities, detention ponds, curbs, sidewalks streetlights and street name signs shall be subject to approval by the City Surveyor and Engineer.
   (B)   Such approvals must be obtained before the plat of subdivision is recorded.
   (C)   In no event shall construction activity for public or private improvements precede the recording of the plat or the issuance of proper permits.
   (D)   In addition, approval by the City Attorney of the subdivision agreement, financial guarantee and all covenants and conditions shall be required prior to recording of the final plat of subdivision.
   (E)   All proposed improvements shall be consistent with the City of Lake Forest Engineering and Construction Standards.
