§ 97.148 EXECUTIVE DIRECTOR.
   (A)   The City Manager shall be responsible for the implementation of all policies, agreements and directives of the City Council regarding the Gorton Community Center building, grounds and programming.
   (B)   In order to facilitate the operation of the Community Center, the City Manager may enter a contract for the services of an Executive Director.
   (C)   The Executive Director shall:
      (1)   Report to and take direction from the City Manager regarding the implementation of policies at, and day to day operation of, the Gorton Community Center;
      (2)   Coordinate with the Commission in developing recommendations regarding the operation and maintenance of the Community Center;
      (3)   Coordinate with any not-for-profit corporation(s) that have the mission of raising funds for the operation and maintenance of the Community Center in order to ensure that the city receives sufficient funds to meet the expenditures required for the operation, maintenance and improvement of the building and facilities;
      (4)   (a)   Prepare and submit annually to the City Council:
            1.   A comprehensive operating and capital budget in accordance with the city’s fiscal policy and consistent with guidelines governing the other operating departments of the city; and
            2.   A statement of receipts and disbursements.
         (b)   An interim status report on the budget, receipts and disbursements must be submitted to the City Manager periodically during the year, but not less frequently than quarterly.
      (5)   Enter into agreements for the use of Community Center facilities for cultural, educational or other community-oriented activities or purposes that are compatible with the special use permit and the use of the building as a public community cultural, educational and recreational center and upon such terms as have been deemed appropriate by the City Manager;
      (6)   Operate, manage and maintain the facilities of the Gorton School at 400 East Illinois Road, Lake Forest, Illinois as a public Community Center;
      (7)   Keep all buildings, grounds and facilities under his or her supervision, and coordinate with appropriate city departments to ensure that the heating, lighting, plumbing and other building improvements remain in good repair and compliant with the codes, ordinances and building regulations of the city;
      (8)   Coordinate with appropriate city departments to ensure that adequate insurance coverage is maintained to protect the city, Commission and any employees against any loss, claim or liability arising in any manner out of the operation of the Community Center;
      (9)   Ensure that operations at the Community Center comply with any applicable local, state or federal laws and licensing requirements;
      (10)   Supervise any full- or part-time employees, as may from time to time be hired by the City Manager, that perform services at the Community Center; and
      (11)   Coordinate with any individuals or entities with whom the city contracts to perform professional services relating to the Community Center.
